Legislative Update

Fee Simple

Senator Nelson met with Escambia County Commissioner Grover Robinson early in March and they are not moving anything forward on Fee Simple this year. We will have to start over with a new bill in January 2019.

FDOT US 98 widening to 6 lanes with fly over at Navarre Beach Causeway .

Phil Babiak has proposed an idea of a alternate by pass to the north from SR 87 to past Hurlburt Field which has not be vetted for estimated costs or how much traffic would be diverted off of US 98, especially at the intersection of US 98 and Navarre Beach Causeway.

The proposed FDOT project is our best opportunity to clear up traffic congestion getting on and off of Navarre Beach , as it would include a roundabout under the proposed fly over at the US 98 and Navarre Causeway intersection. It would also improve traffic movement from the Tiger Point area to Mary Esther. The Project is estimated to be over $ 400 million and be funded by FDOT.

A study performed in 2010 concluded that only about 7000 cars per day would take a 2 lane highway built north of US 98 from SR 87 to east of Hurlburt Field at a cost of over $ 500 million. Their will be a public hearing on the FDOT US 98 project in October 2018 and final approval of concept is scheduled in August 2019.

Our Board of County Commissioners have ask and have received the designation of Strategic Intermodal System (SIS). This designation is only for locations with military bases. By adding US 98 to SIS it will allow FDOT to allocate funding for the US 98 widening project in a more timely matter as 75% of FDOT funds are allocated to SIS designated areas.

Our County Commissioners are also working on a project known as Navarre

Community Access Road . This would be a route of existing streets located north of US 98 that would have connectivity to allow local traffic to move from the west side of Navarre to the east side of Navarre without having to use US 98.

The last thing the County Commissioners are doing on US 98 to improve traffic movement and safety is replacing traffic signals that have new technology which will be connected to controllers.

This will allow monitoring of several intersections together and provide flexibility to adjust signaling with current traffic conditions.

FDOT is supporting this new technology as it can improve safety and traffic conditions with a lot less cost than adding pavement.

When you consider all these traffic improvement plans along with the Navarre

Master Plan our County Commissioners are on the right track of planning for future growth in Navarre.
