Legislative Update

Clean Up Sound

 

Santa Rosa County has requested 5 year renewal on EPA permit to dispose effluent into the sound. NBLRA supports this renewal. Eglin Air Force Base is ready to sign an agreement to allow the effluent from Navarre Beach to be piped to Eglin and deposited in a rapid infiltration basin system (RIBS).

Holley Navarre  Water also wants to take effluent to Eglin so best cost option is for Santa Rosa County and Holley Navarre Water to work together.

 

Fee Simple

There is currently no bill for fee simple title as the previous bill expired without passing at the end of 2018.

Santa Rosa County and Escambia County  must agree on a new bill to be introduced with new Congress elected to begin serving in 2019.

There are groups in Escambia County and Santa Rosa County suggesting that Fee Simple would privatize beach access which is simply not correct. If the Fee Simple Bill has the preservation clause for land zoned recreation/conservation the public beach access protection will be enhanced.

 

Santa Rosa County Land Use Policy

This will be NBLRA’s first opportunity to incorporate some of the changes we proposed for District 4 Master Plan into the County’s Land Use Policy.

Santa Rosa County is in the process of updating their Land Use Policy.

 

Proposed Code Review Process

I. Identify Land Development Code Articles for Review (February –April)

II. BOCC approval of Code Topics for Review (May)

III. Prepare analysis of Selected Topics (May – August)

IV. Present Topic Analysis to ZB for review and recommendation (as completed, with final topic presented in September)

V. Present Topic Analysis together with Zoning Board recommendation and public input to the BOCC for consideration (as completed, with final topic presented in October)

FDOT US 98 Expansion

   NBLRA has been notified that the FDOT currently plans to move forward with the elevated section in Navarre, as shown at the  last Public Hearing. FDOT also stated they appreciated our support for the project of widening US 98 to 6 lanes and for supporting elevated section in Navarre also referred to as the Flyover.
